Specify a timeout in rst.initiate() for backup_restore.js

      The backup_restore test uses an oplog of 1GB. There are times when the rs.initiate() will timeout with mmapv1 storageEngine on slow hard drives, due to file allocation. The timeout will be specified in the test as 5 minutes. Currently is uses the default of 1 minute.
