Split FSM sharded tests for SCCC into a separate suite

      The fsm_all_sharded_replication_legacy_config_servers.js and fsm_all_sharded_replication_legacy_config_servers_with_balancer.js runners should be split into a "concurrency_sharded_sccc" suite to prevent task time outs on Evergreen.
