Move the repl_write_threads_start_param.js JS test out of the jsCore suite

      The jstests/core/repl_write_threads_start_param.js test uses MongoRunner to start its own mongod processes. It should be moved to the noPassthrough suite to avoid running during passthrough suites and because tests that use MongoRunner shouldn't be placed in core/.
