CheckReplDBHash hook should ignore DBs with only system collections

      It's valid for a database to only exist on a primary if it only has a system collection. See SERVER-21768

      Additionally, change the error strings in the hook that use "Collection" to "Namespace". It can be confusing when there's a "." in the name.
