Add more upgrade tests

      In SERVER-22676 a user found a bug upgrading to 3.2.2 with databases created with 3.0.0 and 3.0.1.

      I understand that we now test upgrading from the latest release in the previous stable branch to the newest release (e.g.: 3.0.9 to 3.2.3), but we don't test upgrading from other versions.

      I think it would be useful to have tests to make sure that files created on any previous version can upgrade to the latest version. I understand that the number of cases may grow significantly over time, so we can decide what the most common would be, so semantics TBD.
