The sharding CSRS continuous stepdown suite sets the default log verbosity level to 2 so we can diagnose failures. When the suite runs in parallel, this causes too much log to be written and introduces stalls in replication heartbeats, which causes spurious stepdowns.

Now that the stepdown suite is more reliable, we should lower the default verbosity to 1.
