Wait for writes to replicate on config servers after starting ShardingTest in upgrade_cluster.js

      Writes on the config servers during startup of the cluster do not have a chance to replicate before the mongoses are restarted which lead to the restarts failing. Calling awaitReplication before this happens should fix this.
