Remove the unnecessary uses of grantInternalAuthorization. For instance in https://github.com/mongodb/mongo/blob/d9a1dd9d/src/mongo/db/s/migration_destination_manager.cpp#L363 access control checks are disabled on this client but we still call grantInternalAuthorization.
