The dbtest doesn't drop the scope cache on shutdown

      After the changes in SERVER-23103, the dbtest no longer executes the database shutdown logic previously contained in instance.cpp.

      As a result, we were not dropping the scope cache, leading to ASAN failures like those seen in BF-2075
