Control build verbosity via a VERBOSE variable rather than the --mute flag

      Most users don't need or want verbose build output, but it is the default. Additionally, the --mute flag can't be set in mongo_custom_variables.py.

      We should remove the --mute flag and add a new VERBOSE Variable.
