Reset maintenance mode when transitioning from too-stale to valid sync source

      When a node loses all valid sync sources and become "too-slate" to catch up, it enters maintenance mode (Recovering). Once a node finds a valid sync source after that it should clear this state to exit maintenance mode.

      This behavior was introduced during 3.2 development.
