      Wrap the current method ReplicaSetMonitor::createIfNeeded into a
      ReplicaSetMonitor::ensureSetIsMonitored(const ConnectionString&);
      This can be used in the ShardRegistryData::rebuildConfigShard to reduce unneeded work.
