Our ESE KMIP client currently supports optional tags at the highest level but not optional ones further down in the parse chain.

For instance we do not support servers that would return an "attribute index" as part of the key state.

We should do an audit of the command we support, 'create', 'get', 'activate', 'getAttributes' and verify that we handle any optional elements correctly.
