      The replication_coordinator_impl_test does not always create OperationContexts with proper Clients and ServiceContexts. This makes changes to code tested by this test hard to effect, because you cannot count on the OperationContext being fully configured.

      This task is to use properly constructed OperationContexts in the replication_coordinator_impl_test.
