The test sharding_state_after_stepdown.js was deleted as part of SERVER-24126 since the changes in that ticket make shard nodes shard aware on (re)start.
However, some parts of the test regarding loading sharding metadata should be re-added as a new test (unless there are sufficient existing tests around sharding metadata initialization).
