compiling with opt off should turn off runtime hardening

      When compiling with opt off, but runtime hardening on (which is default), I get this error:

      /usr/include/features.h:331:4: error: #warning _FORTIFY_SOURCE requires compiling with optimization (-O) [-Werror=cpp]
 #  warning _FORTIFY_SOURCE requires compiling with optimization (-O)
