Remove the CheckReplDBHashDeprecated hook

      SERVER-23226 introduced a JS hook to check that dbhash matches across a replicaset. The old python hook will be run alongside to shake out any bugs in the new code.

      We should be able to remove a) the old Python hook and b) the await_repl code in testing/fixtures/*.py.
