Swap movePrimary command for ShardingTest::ensurePrimaryShard

      ShardingTest::ensurePrimaryShard calls movePrimary and correctly checks the result for success or the error "it is already the primary". movePrimary should not be afterwards called, and really should always be replaced by ensurePrimaryShard.
