resmoke.py hangs when specifying --jobs=0

      An invocation like python buildscripts/resmoke.py --jobs=0 jstests/core/all.js hangs resmoke.py.

      This is potentially problematic because we automatically calculate the number of jobs in etc/evergreen.yml without validating the derived value.
