NetworkInterfaceASIO should unconditionally log information about connection failures

      The LOG(1) messages that NetworkInterfaceASIO generates around connection failures could all be changed to unconditional log() messages without polluting the diagnostic logs, and would provide useful information in the event of network errors that lead to connections not being established in time, etc.
