Move UBSAN builder from Debian 8.1 to Ubuntu 16.04

      We didn't have Ubuntu 16.04 when we stood up the UBSAN build, so we selected Debian 8.1 as it had the easiest access to a newish clang. However, that clang is still pretty old (clang-3.5). Now that we have Ubuntu 16.04, we can run with clang-3.8.
