Improve restart logic for Jepsen LXC containers

      If one of the Jepsen LXC containers is not running, we restart it and wait up to 5 seconds for it to be running. We should increase the timeout to 30 seconds and add debugging to the LXC log.

      sudo lxc-start -n n1 --logpriority=DEBUG --logfile=/var/log/lxc/n1.log -d
