Merge inShutdown and inShutdownStrict

      On x86 they generate the same machine code. On other architectures, it is probably incorrect to use the non-strict form everywhere that we are (it is significantly more common than the strict form).

      I know the global inShutdown() is on the way out, but it seems worth improving it while it's still with us.
