StorageInterfaceImpl::insertDocuments needs to retry one-at-a-time on failures

      StorageInterfaceImpl::insertDocuments currently only tries to insert all documents as a single batch. All batch insert code is supposed to fall back to one-at-a-time inserts on any failure.
