I would like to understand why the shards servers have a internal cache with config servers list?

I was working in a migration project where I needed to migrate my config servers to replicaset. While I was migrating I had some issues I did a rollback.
After I rollback the config servers and MongoS I started to receive many errors (see bellow) and all errors stopped after I restarted all shard servers.

WA: Error while trying to build custom channels card. Message: database error: mongos specified a different config database string : stored : csReplSet/config01.xx.xxxx.com:27020,config02.xx.xxxx.com:27020,config03.xx.xxxx.com:27020 vs given : config01.xx.xxxx.com:27019,config02.xx.xxxx.com:27019,config03.xx.xxxx.com:27019
