Expose the internalValidateFeaturesAsMaster in-memory value as a startup parameter. Extend it to control featureCompatibilityVersion checks in the write command path (create collection with collation, create v=2 index, create view).

internalValidateFeaturesAsMaster should not be allowed as a startup parameter for nodes running as a --replSet, --master, or --slave.
