burn_in_tests.py should query Evergreen for last scheduled build via api

      burn_in_tests.py can determine the git hash to check against by querying the Evergreen API for the last scheduled run.

      We'll add a --checkEvergreen switch that will enable this mode (so that local runs and patch builds function the same way)
