For all platforms except Windows, we have packages available with the Mongo shell only for users of Atlas. On Windows, we had been linking to a zip file that didn't work due to the lack of OpenSSL and the Visual C++ runtime. In CLOUDP-19022, we changed this temporarily to link to the full version of MongoDB so that Windows users have something, but we'd like to have a Windows Installer package with the Mongo shell only the same way we have packages for the other platforms.
