If you have a configuration with 2 data bearing nodes and an arbiter, where the two data bearing nodes are partitioned, but the arbiter can see both of them, this can currently result in the primary flapping every 10 seconds in pv1.
SERVER-26725/SERVER-14539 should fix this case - we should add a jstest for this situation.
