Revisit URI timeouts in DBClient and related classes

      We've changed DBClient and friends to take URIs and use their SSL options. We didn't change the code to fully support using the URI's socketTimeoutMS option in these classes. Revisit this decision and related code after SERVER-27210 is completed and backported to 3.4.
