Remove --allocator=system from all scons invocations on master

      After SERVER-13544 is committed, there should be no need for --allocator=system for any build configuration on master.

      Currently several builds have this, though I would have only expected it for the C++11 builds.

      In any event, the flag will no longer be needed for any build.
