dbtest should set featureCompatibilityVersion to the most recent value during global initialization

      This ensures that assertions can be easily added to the dbtest binary which test new features. For example, it is useful for dbtest to be in at least featureCompatibilityVersion:"3.4" so that one can test the collation feature, which is only usable in "3.4" mode or higher.
