SLES11 s390x build should target z9-109, not z196

      The SLES 11 build is expected to run in z9, but is currently built with CCFLAGS="-march=z196 -mtune=zEC12", rather than CCFLAGS="-march=z9-109 -mtune=z10", as originally recommended by IBM.

      Note that the same older target is specified for any future RHEL 6 build targeting zSeries.
