Add SCons variable files for the MongoDB GCC and clang toolchains

      We can add "variables files" that roll up the necessary variable assignments to use the custom GCC (and later clang) in /opt/mongodbtoolchain, making it easier for both MCI and developers to select the whole toolchain in one go.
