The build dependency graph has many `incomplete` libraries, which are actually complete. Resolve their dependencies, and document the remaining cyclic dependencies. Add a new tag `illegal_cyclic_or_unresolved_dependencies_whitelisted` to allow for phasing out `incomplete` in the future.
