Unnecessary loop in RSDataSync

      Currently RSDataSync calls SyncTail::oplogApplication() in a loop. SyncTail::oplogApplication() only terminates when BackgroundSync is shut down, and at that point it will never reenter the loop.

      This code is unnecessarily confusing and misleading, though this is not a correctness bug.
