server status metrics repl.buffer.count and repl.buffer.sizeBytes should read OplogBuffer stats directly

      There's some redundant accounting in BackgroundSync with regards to the oplog buffer stats captured in "repl.buffer.count"" and "repl.buffer.size".

      We should have the server status metrics read directly from the currently active OplogBuffer in BackgroundSync.
