Create applier component to periodically pull operations from a buffer and apply them.
This was the original intent of the Applier component in the DataReplicator project.
Under the rollback implementation plan, this would introduce a component that would pull the code out of the initial sync implementation that is responsible for applying operations from an Oplog Buffer and refetch documents as necessary.
