Expose WT crc32c functions so that mongodb can use them

      As part of SERVER-28679 we are planning to add crc32c checksums to OP_MSG wire protocol messages. We would like to use the existing wiredtiger functions that have already been optimized for all of our platforms. This will require figuring out a good way to share common utility functions between mongodb and wiredtiger.
