Make Windows minidump file naming consistent with pattern configured for Linux builders in Evergreen

      The Windows minidump (.mdmp) file naming should be similar to the pattern used for Linux, dump_<proc name>.<pid>.core. It is currently <proc_name>.<timestamp>.mdmp and should be similar to dump_<proc name>.<pid>.mdmp
