Keep all database state inside the database directory such

      At least when running in directory-per-db mode, all database state should be maintained inside that directory. Then, if I drop that directory into the root data directory and restart mongod, it should say "ah-ha! a new database ... here you go!" Instead, it does not admit the existence of this recently arrived database.
