The algorithm that updates the unreliable tags in etc/test_lifecycle.yml should be updated to not consider as unreliable the tests that do not meet the minimum number of required runs for the reliable test check.

As tests run more often when failures occur, this change will avoid to stay tagged as unreliable only because they don't run often enough.
