      Continuation of work from SERVER-29813 & SERVER-29877.

      Add an Evergreen function, which can be invoked by any task, to spawn an EC2 instance and mount /data on it's ephemeral drive.

      Add an Evergreen function which is invoked during cleanup to terminate spawned EC2 instances.
