The capability to

• remotely run commands (via ssh)
• copy files to/from a remote host (via scp)

This will be done using 2 independent shell scripts which are callable from etc/evergreen.yml. We will use the new utility scripts for running hang_analyzer remotely, copying remote mongod logs, etc.
