Fix _configsvrMovePrimary to parse using ConfigsvrMovePrimary IDL request type

      Currently, the internal movePrimary command parses its cmdObj using the MovePrimary request type generated by the movePrimary IDL file. Change this to correctly use the ConfigsvrMovePrimary request type. Also, fix the argument to IDLParserErrorContext to have case consistent with the type namespace.
