Change default rollbackMethod server parameter to rollbackViaRefetch

      Currently we are using rollbackViaRefetchNoUUID as the default rollbackMethod in evergreen. We should change the default rollbackMethod to be rollbackViaRefetch in order to make use of the new UUID enabled rollback algorithm.

      Once we have changed the default, change rollback_rename_collection.js to actually run, rather than just skipping the test.
