The script buildscripts/remote_operations.py fails to handle the following:

• "copy_to" where there are ssh_options specified
• "shell" where the command to execute has single quotes, i.e., "echo \"hello \'dolly\'\"; pwd; echo \"goodbye \'charlie\'\""
• "copy*" operations invoked from Windows fails
