      mongos should now call this new configsvr_dropCollection command inside of cluster_drop_cmd. Logic has not been moved from ShardingCatalogClient to ShardingCatalogManager yet, so configsvr_dropCollection should temporarily call dropCollection in ShardingCatalogClient.
