      The 3.1 yum repo is missing proper repodata to install.
      http://repo.mongodb.org/yum/redhat/7/mongodb-org/3.1/x86_64/repodata/
      If you look at repomd.xml it shows a primary db file of repodata/fd3cbb619732b264d3a0b4071796792a36e864f29b31ed493e6a3e868e3b2ec7-primary.xml.gz but that file doesn't exist in the directory.

      Someone just needs to run createrepo in that directory to solve the problem
