Disable C++ unit tests with RocksDB and timestamps

      Until the RocksDB storage engine supports timestamps, we should disable the C++ unit tests that rely on timestamps when running against RocksDB. That will allow us to add the compile_all task back into the RocksDB Evergreen build variant.
